An Entry Level License Committee was established by the ARRL Board of Directors and appointed in September 2016.

ISS SSTV active February 13th and 14th
The SSTV images will be transmitted as part of the MAI-75 Experiment on 145.800 MHz FM using the Kenwood TM-D710 transceiver located in the Russian ISS Service module.

Personally I don’t think a new entry level license is a good idea, even if the FCC approved it, which I doubt they will. Licensee numbers are going up, but how much simpler can you make it?
Just a couple years ago my club (TMRA) filed a petition to allow tech’s to use the FM portion of the 10 meter band. It was denied. The FCC stated almost word for word that the ARRL gave me in emails at the beginnings of filing of this petition. Now the ARRL comes up with this great idea to possibly expand some of the tech’s privileges. Whomever idea it is I personal feel it makes no sense for the tech class to have access to worldwide freq’s at the bottom portion of 10 meters but not allow the to use the FM portion too.
AS for digital on some of the hf bands…..why not? Again they already are able to use cw. Why not digital too? I hope they get it.
