My Rebuttal Regarding the Petition by ARRL to the FCC to Expand Technician-Class Privileges

This is my reply to many responses that I have been receiving on my original blog entry, located at this AmateurRadio.com website,(my shortened URL: https://g.nw7us.us/arrl2fccR2) as well as to the original video, posted in that blog entry.

I wish to reply to all of those who are against the idea of expanding the privileges of the Technician-class licensee, the expansions including the ability to operate Voice and Digital in limited slices in a subset of lower-than-Ten-Meter amateur radio shortwave allocations.

It seems to me, that…

…the issue is not one of Technician-class licensees wanting more privileges, as a whole. What the ARRL is addressing is the *lack* of desire by most current Techs to upgrade.

The logic behind the idea of expanding privileges concludes that if you give them a taste of lower-shortwave propagation and excitement (by moving past the CW-only restriction on the lower tech allocations), then they *will* want to upgrade.

This logic is already proven as applicable by the fact that the General class exists! All that this proposal will do is allow the Tech to experience what could be very attractive–just like for the General.  If it worked in the past with Novice, Technician, General, Advanced, and Amateur Extra (exposing to all of HF, even if by way of a CW-only requirement), then it will work, now.  The difference is that the CW-only requirement on lower HF bands is highly restrictive because the mode is no longer needed to operate on any frequency, and, most will not take the time to learn it just to see if they WANT to explore the lower HF bands, or ever upgrade.

The bottom line is that we should make the Tech ticket more relevant. The expansion is not dumbing down, nor does it give away the farm.

P.S., 

That aside: This may, in the long term, reveal one of two possible truths:

1. There is no real need for three license classes. Two would suffice. General and Amateur Extra, or Technician (merged with General) and Amateur Extra.

2. There is no real need for three license classes. One would suffice. Make the test hard enough to cover the Extra-class material, and all material under that class, and merge everyone into one tested class. I believe that this has been tried in other countries, and it appears to work well.

I’ll be crucified for stating those ideas, but, hey, this is just a hobby.

Opinions About ARRL Petition to FCC: Expand Technician HF Privileges!

In this video, I expound on another point of view regarding the ARRL petition to the FCC. The petition requests an expansion of operating privileges of Technician-class operators in the USA. The ARRL believes that giving broader shortwave access, using digital communications, to Technicians, will better entice the Techs to upgrade to General or Amateur Extra. In this video, I discuss this a bit.

If you are wondering why I’ve made a few videos about this topic, when the topic has been the hot item on many forums already, I believe that the drama will not cease until well after the FCC makes a decision, because this is a relevant topic, and one that has a significant impact on the amateur radio community at large. It is not a trivial conversation about which type of coax is best suited for Arctic field activity.

After some replies came from various viewers, I clarify my point. I stand corrected.

I failed to mention that there are a limited few slices of VOICE (SSB) spectrum on HF that the petition seeks for the Tech licensee. The ARRL states, “ARRL has asked the FCC to expand HF privileges for Technician licensees to include limited phone privileges on 75, 40, and 15 meters, plus RTTY and digital mode privileges on 80, 40, 15, and 10 meters.”

More specifically, “ARRL proposes to provide Technician licensees, present and future, with phone privileges at 3.900 to 4.000 MHz, 7.225 to 7.300 MHz, and 21.350 to 21.450 MHz, plus RTTY and digital privileges in current Technician allocations on 80, 40, 15, and 10 meters. The ARRL petition points out the explosion in popularity of various digital modes over the past 2 decades. Under the ARRL plan, the maximum HF power level for Technician operators would remain at 200 W PEP. The few remaining Novice licensees would gain no new privileges under the League’s proposal.” Reference: http://www.arrl.org/news/arrl-requests-expanded-hf-privileges-for-technician-licensees

My point holds: give some reason to desire to upgrade to a higher class. Do this by granting HF operations on lower bands (lower in frequency than 10 Meters), with more than a CW-only privilege.

If a tech can only use CW on 80m, but doesn’t know CW, then it is likely she won’t ever try making contacts on 80m. Hence, no exposure to the magic of 80-meter DX. If, however, the Tech can dabble with digital or limited SSB, on 80m, then she gets a real, practical exposure to the magic, and may well upgrade. Why do you think a General, who has limits, would ever upgrade? What am I missing here?

The truth is, I see a strong argument for just ONE license, permanent. Or a temporary entry-level training ticket, then the permanent. But, that would make us like some other countries. That can’t be good.

What? ARRL Petitions FCC to Expand Privileges of Technician-Class Amateur Radio Operators

I have my opinion on ARRL asking FCC to grant more HF privileges to Technician-class licensees.

Travel Footage: 3Y0Z Antarctic Bouvet Island DXpedition 2018 Expedition (by EY8MM)

Here is video footage of the journey to Antarctic Bouvet Island, made by the 3Y0Z amateur ham radio team. This footage caught a few moments on the deck of M/V Betanzos.

As you can see in the last moments of this footage, the weather conditions contributed to the decision to abort the DXpedition, as it was far too dangerous to continue this expedition.

As reported by ARRL:

“Our captain has decided that it is in the best interest of safety and expediency to proceed directly to Capetown, South Africa, rather than Punta Arenas, Chile. We are now heading north to avoid the possibility of encountering ice. Currently, there is no ice in sight or on radar. In due time, we will head easterly toward Capetown. Our entire team is safe. Most are resting in their bunks and in good spirits. We will keep the amateur radio community and our families informed, as we continue our journey.”

In a huge disappointment for the DX community and the members of the 3Y0Z Bouvet Island team, the DXpedition’s leaders announced at 2000 UTC today (February 3) that a decision had been made to abort the DXpedition and head back to Chile.

“During the last 72 hours, we continued to experience the high winds, low clouds, fog and rough seas that have prevented helicopter operations since our arrival at Bouvet,” said an announcement on the 3Y0Z Bouvet Island website. “No improvement was predicted in the weather forecast for the next 4 days. Then, last night, an issue developed in one of the ship’s engines. This morning, the captain of the vessel declared it unsafe to continue with our project and aborted the DXpedition. We are now on our long voyage back to Punta Arenas. As you might imagine, the team is deeply disappointed, but safe. There is already talk about rescheduling the DXpedition.”

Bouvet Island currently is the third most-wanted DXCC entity, behind Kosovo and North Korea. The 3Y0Z DXpedition, comprised of top operators with considerable DXpedition experience, has been in the planning stages for 2 years and had attracted contributions from clubs and individuals around the world.

A dependency of Norway, Bouvet is a subantarctic island in the South Atlantic. The last Bouvet activation was 3Y0E, during a scientific expedition over the winter of 2007-2008.

Let’s Call CQ – QSO Today Episode 184 with NW7US

I got a Skype call a few weeks ago from Eric, 4Z1UG–the creator and host of the QSO Today Podcast–during which he asked me about how and why I got into amateur radio.  Here’s the result.

Eric writes,

We talk a lot about the band conditions due to the Sunspot cycle. Most of it on Facebook and other places is about how “dead” the bands are at this point. We all can’t wait until the cycle starts to rise and we will be making contacts with little effort. I remember in my conversation with Chuck Adams, K7QO in Episode 58, that he really enjoys operating is “Pigrig”, one watt, CW transceiver on 20 meters. When I asked him, (I liberally paraphrase) “but Chuck, the bands are dead. How does that work for you?”. His reply was that while most hams are listening to the bands, he calls CQ until he gets a reply. Works every time.

My QSO this week is with Tomas Hood, NW7US, who has years of expertise in propagation and Solar activity. He is the propagation editor of more than a few radio magazines and websites. In our post-recording conversation we discussed this phenomenon of listening and not calling CQ. I even had this idea that maybe one of the reasons that the digital modes are so successful is because they “beacon”, as part of the whole digital experience, the same as calling CQ. This is why they make contacts. From what I see, looking at PSK Reporter, hams are making lots of contacts worldwide using the digital modes. While SSB may not be working so well, CW and the digital modes seem to work fine.

I like to work on my bench or make the podcast while listening to the bands. Jeff Damm, WA7MLH, in Episode 177, says that he will put his keyer in CQ mode while he is working on a new radio. Invariably, sometimes after many minutes, he gets a reply. Great idea Jeff!

FCC’s Noise Floor ‘Study’?




It seems like the FCC's recent interest in doing an in depth study of the growing RF spectrum noise floor has taken a new twist.



The FCC's apparent lack of real action in gathering the data needed to make serious inroads into RF noise pollution has drawn the attention of the ARRL, which voiced their concerns in a recent ARRL Letter as well as in their formal response to the FCC.

In response to the FCC's Public Notice (ET Docket No. 17-340) Spectrum Management proposals.

The ARRL "took the opportunity to strongly urge the FCC to reinstate a 2016 TAC noise floor study, which, ARRL asserted, apparently was terminated before it even got started." It would seem that the proposed in-depth study never even happened and the term 'noise' has morphed into an 'interference' issue!

The FCC's paper proposed a number of guiding 'principles' in going forward with spectrum management policies, loosely based on the concept that more emphasis on eliminating 'interference' should be placed on receivers along with continued development of transmitter spectral purity and that with increased spectrum crowding, users will simply have to expect and accept certain, as yet unspecified, levels of interference!

It sounds suspiciously as if the FCC has decided that the source of any noise / interference problems have become too large to control and have passed the buck to equipment manufacturers in order to solve the growing problem for users!

“Indeed, it is difficult to imagine how the Commission can now…suggest the adoption of specific spectrum management principles, incorporating such concepts as receiver immunity, HCTs [harm claim thresholds], and interference temperature determinations without having…a firm grasp on ambient noise levels in basic RF environments and geographical areas,” the League told the FCC.

In their series of guiding principles relating to 'interference realities', the FCC has issued a number of broad, somewhat ambiguous statements, that might be interpreted in any number of odd ways ...

"Principle #1 -- Harmful interference is affected by the characteristics of both a transmitting service and a nearby receiving service in frequency, space or time;

Principle #2 – All [radio] services should plan for non-harmful interference from signals that are nearby in frequency, space or time, both now and for any changes that occur in the future;

Principle #3 – Even under ideal conditions, the electromagnetic environment is unpredictable. Operators should expect and plan for occasional service degradation or interruption. The Commission should not base its rules on exceptional events;

Principle #4 – Receivers are responsible for mitigating interference outside their assigned channels;

Principle #5 – Systems are expected to use techniques at all layers of the stack to mitigate degradation from interference;

Principle #6 – Transmitters are responsible for minimizing the amount of their transmitted energy that appears outside their assigned frequencies and licensed areas;

Principle #7 – Services under FCC jurisdiction are expected to disclose the relevant standards, guidelines and operating characteristics of their systems to the Commission if they expect protection from harmful interference;"

The ARRL response argued that:

“Requiring better performance from receivers or RF-susceptible devices is a valid, reasonable, and long overdue requirement,” ARRL said, “but the major goal of doing so should be to prevent instances of interference ..."

Specifically they argue that amateurs are unique users and able to recognize harmful interference beyond their control and should not be subjected to the same restrictions (ie. get ready to accept new levels of yet undefined interference levels) as commercial users.

"ARRL argued, however, that the Amateur Service should not be subject to receiver immunity standards, because licensees employ a wide range of propagation, emissions, bandwidths, power levels, receivers, and antennas, making any receiver performance standards arbitrary and compromising the Service’s experimental nature. They also are able to differentiate between interference from nearby spurious or out-of-band signals and that caused by receiver deficiencies. The HCT concept does not fit the Amateur Service particularly well, either, the League said; any interference hams suffer from each other is resolved cooperatively. Brute-force overload also occurs occasionally but is resolved by licensees without FCC intervention."

The ARRL seems somewhat forgetful when it comes to several long-standing complaints of inappropriate amateur-generated interference and bad behaviours which have been ignored for far too long ... problems well beyond 'cooperative resolution' by affected amateurs.

Although the ARRL does agree with many of the FCC's proposals, they doggedly insist that the FCC's apparent quashing of their original noise data investigations is critical to going forward:

“That, in ARRL’s view, is a big mistake,” the League contended. “No system of spectrum management incorporating [harm claim thresholds] and receiver immunity levels can be accurately implemented” without the noise study data.

“That study is more important now than ever before,” ARRL concluded, “and it is increasingly urgent as a prerequisite for any new spectrum management policies.”

With Washington's drastic cutbacks in FCC field-office investigators and overall budget trimming, it seems that the FCC is still relentlessly driven to eradicate all forms of illegal (pirate) broadcasting. It's a pity that they don't display the same zeal for dealing with the illegal imports and distribution of the offshore equipment that is quickly killing our ability to hear anything on the ham bands ... without selling-off and moving to several acres in the country.

ETH096 – School Club Roundup, Hamvention Update and More…Everything Ham Radio

Hello everybody! In this episode of the Everything Ham Radio Podcast, I am stuck by myself talk to yall. I unfortunately didn’t remember that I my next scheduled update was due until 4pm the day before. So I worked all afternoon, while at work, trying to figure out what I was going to talk about. When I got off work at midnight, I ran home and did my couple honey-dos and then went straight to recording the episode.

So what is in this episode?

First off, I made a mistake! Yea, I know, nobody is suppose to make mistakes right? Well, in my last episode I did. In last episode, my semi regular co-host Ian KM4IK and were talking about the big stink that was doing on with some things that the ARRL Board of Directors were going to be voting on. Neither one of us were really up to speed on the whole thing as much as we should be, but we did our best, and we even said that we weren’t. However, after the episode I did receive multiple emails saying that I said something wrong, so I corrected it in this episode.

With that out of the way, I went on to talk about an upcoming event called the School Club Roundup. It is this month only a few days away actually. The event run February 12-16, 2018. It is an event that is geared for school amateur radio clubs to get on the air and make some contacts. Even if you are not in a school club though you can still get on the air and make contact with the school clubs that are on the air and help them make the points.

After that, I moved on to Hamvention. Another correction from last episode. Well I say correction, this time it wasn’t me though. In last episode we talked about how a new building was going to be built and available by this Hamvention. However, this week, the Hamvention committee released that it wouldn’t be started on until later in the year due to a material shortage.

I wrap up the episode reading some emails that I have received over the past few weeks. The last episode of 2017, I told yall what my plans were for 2018 and asked what some of yalls were and also asked some questions about what were yalls opinions on how my show is. I got a few responses, wish I would’ve had more though.
